31TH OPEN RUSSIAN FILM FESTIVAL "KINOTAVR" IN SOCHI
The annual Open Russian Film Festival "Kinotavr" (hereinafter - the "Festival") in the city of Sochi is a competition of films that have received expert evaluation by the members of the selection committee.
The task of the Festival is to present the latest cinematographic works, support creative searches for masters and young cinematographers, promote Russian cinema, increase the authority of cinema art, its importance in the life of society and, as a result, the real impact on the film process.
The 30th Kinotavr Open Russian Film Festival takes place in the city of Sochi from “11” to “18” September 2020. The headquarters of the Festival is located in the Zhemchuzhina Hotel Complex (Sochi, 3 Chernomorskaya St., floor "C").
The program of the Festival and the order of demonstration of films are determined by the Directorate of the Festival.
In the framework of the Festival "Kinotavr" are held:
- competition program of full-length cinema;
- competitive program of short films “Kinotavr. Short meter ";
- The program of the genre cinema "Cinema on the Square"
- master classes, press conferences, special shows, conferences, project presentations;
- cultural and entertainment program.
All films accepted to participate in the Festival must comply with the definition of “national”. (The definition of the national film is fixed in Article 4 of the Federal Law of August 22, 1996 N 126-ФЗ (as amended by the Editor of November 28, 2018) “On State Support of Cinematography of the Russian Federation”
All films taken to participate must necessarily have:
- certificate of national film (UNF) issued by the authorized body and valid at the time of the Festival;
- rolling certificate (PU) issued by the authorized body and valid at the time of the Festival, indicating the age limit in accordance with Federal Law of December 29, 2010 No. 436-FZ "On protecting children from information harmful to their health and development" .
Copies of the above documents are transferred to the Festival Directorate in accordance with Art. 9 of these Regulations in the time specified in the registration card.
Full-length feature films of at least 60 (sixty) minutes produced in 2018–2019, made in Russian or other languages of the peoples of the Russian Federation, are accepted for participation in the main competitive program of the Festival, unless the use of a foreign language is an integral part artistic intent (with subtitles in Russian), not participating in both domestic film festivals and international film festivals which are held in Russia, not broadcast on television, not going to the cinema, DVD and VoD-p doused, not placed in the public domain on the Internet and had no public displays. In the case of selection, digital copies of the film are provided on the dates indicated on the registration card in the Digital Cinema Package (DCP) format.
To participate in the competitive program “Kinotavr. Short Meter ”are accepted short-length fiction films of no more than 25 (twenty-five) minutes, produced in 2018-2019, shot in Russian or other languages of the peoples of the Russian Federation, unless the use of a foreign language is an integral part of the artistic intent ( with subtitles in Russian), who did not participate in both domestic film festivals and international film festivals which are held in Russia (with the exception of the VGIK International Festival, the Saint Anna Film Festival and the St. Petersburg International Student Festival IT) is not broadcast on television, do not go in the theatrical, DVD and VoD-rolled, not placed in the public domain on the Internet and did not have public displays, except for shows in schools for educational purposes. In the case of selection, digital copies of the film are provided in the time specified in the registration card on the following media: DCP, container mov encoding Apple Pro Res - 422.
The program of the genre film "Cinema on the Square" is formed by the Selection Committee of the Festival from feature and animation full-length films released or not released in 2018-2019. Films are provided in the time specified in the registration card on digital media in DCP format.
Films claiming to be included in the full-length film competition program and in the Kinotavr. Short Meter ”, sent to the Directorate of the Festival in the form of electronic links, accompanied by an online questionnaire in the period from“ 03 ”December 2018 to“ 01 ”April 2019.
Films sent after these deadlines are not considered.
The final decision on the inclusion of the film in the competition program of the Festival is made by the Selection Committee, which reserves the right not to explain the reason for the refusal and not to give comments.
